If the block is cracked on the outside it should not be welded because it can't be successfuly welded. It will just make bad matters worse. Grind out all the dirt and paint from around the crack and smear on some JB weld or equivelent in 3M etc. let it cure overnight and put the coolant back in and go to work. There may be someone who can weld it but I have welded most of my life and tried it a few times without much success but unless it is a crack that will cause the front wheels to fall off or such don't try to weld it. If it is cracked inside the combustion chamber it is sometimes possible to pin the crack but welding just won't work on cast iron. If pinning won't work just say a few words over it and get on with hunting an engine.

secret to welding cast iron is to preheat the metal in order to get equal and good penetration.
