F40 Running Fast

I have a '57 F40 with an engine issue. After starting the engine will tend to accelerate out of idle and I have to tap the throttle lever against the idle stop to get it to idle down. It will stay there for a while then accelerate again. When driving it seems to have a fast RPM for the throttle position. Unfortunately my Tactormeter failed a while back. Thought I come to the experts before I start trouble-shooting.

Is the spring still hooked up under there? Not the big heavy one surrounding the linkage, but a light one from the top of the gov/throttle lever to ... the front of the carb, fuel line, I've seen the far end hooked to all sorts of places. But things won't go good without it.
 
Did it start running fast after a rebuild? You may have to adjust the plunger rod on governor,make it longer. Adjust a little then try it. I had to adjust mine.I could push up on linkage rocker and it would idle, then speed up. After I made the adjustment it ran great.
 

I haven't had any work done on the tractor lately. Couldn't get out to look this weekend but will take a look at the govenor/springs and see. Are there any good depictions of what I should be looking for??
