High RPM at idle TO-35

My tractor is running 900-800rpm at idle.
I turned the idle screw down on the carb, but the governor keeps kicking it up.

If I manually push the idle down (force the governor) it will idle near 400.

So I guess I need to adjust the governor now?
 
If you slacken the clamp at the top of the vertical governor rod slightly,at the front of the fuel tank, just enough to allow it to turn on the long throttle rod over the engine, turn it slightly and carefully so that it pushes the vertical rod down a little, just enough to allow the throttle to close on the Carburetor. It is only the linkage that needs changing slightly, don't go doing big alterations to everything.....John (UK)
 
I cannot get that "U" type clamp loose.
I have tried before when I had the fuel tank off.
It is rusted to the rod.

Anyway, I did the other method which is un-threading the clevis that attaches to the carb/gov.

My idle is now at 600rpm.

Everything is good.
I just ran the plow through the field where I am planning my vineyard.

The engine is not running on the idle jet at that speed it is running on the main jet all the time. Have you checked if the Governor is working as it should do, these rods do have to be set correctly not just made to fit by unscrewing them...John
