TO35 lift arms

Original problem was hydraulic pressure relief valve failed causing lid and case cracking. Replaced rear half of tractor with another complete rear end, but got it disassembled. During reassembly, I replaced hydraulic cylinder and piston and hydraulic pump with new relief valve. Got tractor back together yesterday. When cranking, without starting, the lift arms raise with hydraulic control lever in full down position. And they do not lower. What did I fail to put in correct position during lid installation or did I not do something during new parts installation?
 
There is an adjustment inside the right round cover.

I don't have my book here, but it's down below the oil, not easy to get to and must be done carefully.

Inside the cover you will see a lever with a roller spring loaded against it. Is the lever in place? I don't remember which side the roller goes on, but the roller must be spring loaded against the lever. If you didn't hook the lever over the roller when you put the top on, that will need to be done.

Hopefully all the linkage up top was properly adjusted and is working, otherwise the top will have to come back off and everything adjusted, a very precise and by the book operation!

With the draft handle centered between the marks, moving the position handle will cause the lever that moves the roller to move back and forth, but it doesn't move far, maybe 1/4 inch.

With the lever pushed to the side, you can move the roller and watch the arms go up or down. be careful reaching in there and don't make the arms go all the way up and load the hydraulics! Note the relation between the position of the lever and the roller that makes the arms move.

Once you determine what position the roller and arm need to be for proper function, shut the engine off, feel down below and find the adjustment nut. It will be a trial and error process to get it right. You may have to drain some of the oil down to see what is in there or look at picture.

I'm recalling all this from memory, a shop manual in hand is much better than following my procedure!
