Help. I am working on a TO35 that the previous owner had installed a new governor which does not work. The previous owner suffered from dementia at the time so we are unsure if the proper procedures were followed. I have attempted to adjust the linkage following the I&T manual without success. The tractor immediately runs wide open. I have the timing cover off looking at the governor. I believe it was way over torqued and you have to apply pressure to get the balls to move outward and then pop when they move to the outer position. Is this normal? Should I just order a new governor and start over?
