Float valve replaced. Float level adj there is a spring attached to float bracket does the float lever go inside or outside of spring. Any thoughts on why float valve leaks. Thanks

With a basic understanding, any spring in there should be in place to assist the float to close and not keep it open.
If your float is attached to the top piece, remove and invert. Does the float close? Then your adjustment is incorrect if it does close.
