New tractor new problem.. yet another update..

So i had dad and brother working for me this afternoon, since o can t do much after shoulder surgery. Pulled gas tank and valve cover to find a broken valve spring on number one cylinder. We went ahead and pulled head. Then went ahead and tore down the face of the engine to get to the governor as it has never worked. The governor was all intact, however I noticed the saucer was pushed out. I took it apart and three or four balled fell out. The balls fall out after they ve been replaced so we are replacing governor as well. The valve cover has some rust inside it from condensation so we are replacing that as well, crankshaft pulley is getting replaced due to someone before us removing it as cracking it. So there we are cleaning up block and ordering valve springs, crankshaft pulley as well as governor tomorrow. Does anyone know if a rocker arm assembly off of a to20 is the same as a to30? They look the same but I want to cross reference part numbers.
 
Part numbers are the same for TO20 and 30 . Early TE had a different pipe plug at end of rocker shaft but same part$# as later TO20 and 30 for rocker shaft.
 

So it was a broken valve spring as I suggested , but i still can't understand how the compression could have increased after adding oil to the affected cylinder .
A few psi perhaps but i wouldnt have expected anything significant .

I m not really sure either, When I replace head I ll do another compression test and report back.
 

I'd be interested as well k. Campbell , certainly an odd one .
My FE35 had a broken spring as well , obviously I replaced this and it runs well , however after sitting unused for long periods the same valve has a tendency to stick . Keep an eye on it , a mysterious refusal to start could be down to the same problem.
