Rubber between gas tank and mounting bracket?

I am working on getting an old T020 to start. I thought I had a clean gas tank but after much trial and error I think I'm getting particles in the fuel line that are clogging things. And I was thinking about pulling the tank and cleaning it real good today. I noticed one end of the tank has a rubber gasket between the gas tank and the mounting bracket. The end closest to the steering wheel does not or it has deteriorated to nothing. My intuition tells me this is an insulator and is important. Maybe it was just an added layer of protection to keep the gas tank from rubbing together on the metal like it is now. I'm wondering what is the recommended gasket replacement. Can I just make something out of a old innertube or rubber cork gasket material?
 
Ive used old inner tubes for my tank gasket without any issues. Simple bicycle ones work good. Use a scissor and cut an X where the bolts go
through and you are all set. Im sure it was just there or vibration
 
I don't know what the factory used but I have been using leather for about 50 years. I would think rubber would work fine also.
 
Years ago I got hold of a few feet of decommissioned fire hose - rubber on the inside, nylon mesh outside. Quite stable (doesn't get soft) with solvents. It's been great for situations like you are facing. Cuts OK with a sharp utility knife.
 

Originals are aproximately 1/4" or 6mm thick. As well as dampening vibration and stopping stress cracks from forming around the mount holes they also act as spacers . Without them and even with the inset of the underside , the rocker cover breather pipe and banjo bolt can come perilously close to rubbing and causing a hole in the tank .
 
True about the clearance issue. The tank on the TO35 I grew up with got put on without the rubber and the tank soon had a hole in the bottom.
