To20 Lift arms do nothing.

So, what's the diagnostic procedure on the lift arm if nothing happens when I move the slider up or down. Yes the PTO is engaged and spinning. Clutch released. In neutral. Capacity to highest mark on dipstick. Using 15w40 oil.
 
It sounds like the control valve either broke or disconnected from the forks. I have had both happen to me. So, drain the oil down so you can take the
hydraulic side covers off. I would siphon so you can reuse the oil.

So the valve is the T looking part in the picture and it lives between the forks in other picture. Just remove one bolt from the U on the fork and you can
spread the forks open to pull the valve out or reattach the T to the fork. Yes, had that happen also had the stem of the valve break.

I'm really not sure what I'm seeing. But, I only see just a slight bit of movement when I am at the bottom inch or so of the sliding lifter knob . The movement is very little inside... No oil seems to be raining down from above.

Ok... update. I grabbed the metal pieces that hang down and pulled them manually towards the front of the tractor. Then, it started working kinda. It moves way to far up and contacts with the axel. When it reaches a certain point on the down direction it seems to be pretty weak. I could push the arms down by hand. ..but at least it's going up and down.
 
With the engine not running, follow the fork that you see down into the oil and feel if the control valve T, is attached on both sides. On rare occasion a
side may pop out and the lift arms may operate normally some of the time. To reattach take the small bolt off of one side and you can spread to fork
open to put the T back in place.

I fought my TO20 for a long time and found out the 3rd arm with the spring on the back of the cover needed adjusting, it wouldnt allow the valve to go in far enough to make it work
