Set to TDC Mark or 7 mark on flywheel?

I'm still working on getting this TO20 to fire up. No doubt the timing was a mess. When lining up the timing notch on the chassis, do I set it to the DC or 7 Mark? I have it set to DC now but I thought I read it needs to be at seven however I'm a little confused about everything.

Set it at 7 before DC.

Also be sure the engine is on #1 compression stroke.

Have the distributor loose, rotate the housing CCW until the rotor is near the #1 cap tower, then
rotate the CW until the points just break, tighten it down.

That should get you close enough to get it started.
