Crank Shaft Pulley TO 35

Need to replace governor and cant get the crankshaft pulley to come
off crankshaft. Took out the center bolt and tried a pulley puller and
soaked in trans fluid and diesel, but not budging. Tried another puller
and still no success. Tried 3rd puller and put too much pressure on it
and the pulley broke at one of the pulley arms. See picture

I dont see any set screw, just the key on the spindle. Any ideas how
to get this off.

It should be a slip fit.

Possibly someone used Locktite. Might try some heat.

I would put the bolt back in without the washer, push against the bolt so not to damage the threads.

Heat the pulley only. Keep heat away from crank.

Fianlly came off with the heat, but it hung on until I had it almost all the way off the shaft. Not sure what was keeping is stuck no rust or other things on the shaft
