to 20 camshaft

Possibly. Easy enough to check.

From the picture the gear alignment looks good.

The angle of the gear teeth should keep it pushed back.

Any evidence of the cam gear rubbing the block?
 
If the camshaft has excessive endplay, it will tend to push the distributor shaft upward as the camshaft moves aft. Remove the
distributor cap and spin the starter. Does the rotor move upward or is it damaged?
