What does the inside of the timing cover look like?
The tab should engage a flat to stop it from spinning. Strange pattern, wonder what caused it?
When the governor was new and working, was the speed set wit a tachometer?
Consistent over revving would send the balls all the way out as the wear pattern shows. So would a bad cover, possibly the missing spacer. I think, been a few years since I been into one.
