This was a new gov. less the 100 hr pin was knot a 8 o clock when i removed cover / wes changed from swing wt tipe /all but 2 balls were in oil pan / shaft is broken from front plate / any thoughts on what happened hear

When you replace the flyweight governor with a Novi Ball type there is supposed to be a washer placed behind the governor approximately .060 thick. Did you find such a spacer washer?
I know my old IT manual mentions the spacer and gives a HF part number.
Camshaft end play should be between .003 and .007 inch. If exceeds .007 install new thrust plate.
