Let me gaze into my crystal ball. It's too hazy to see. . . .
How about a mix of 90W with NGLI 00 grease, AKA John Deere Cornhead grease. Mix in a zip lock bag 50/50 and fill MANUAL steering box with it.
The upper bearing is probably frozen/shot and that would take disassembly, repair/renewal re-installation and the addition of a 1/4" grease zerk on the column collar to give it a shot of lube occasionally to prevent future problems.
