This is manual steering, correct?
There is a fill plug somewhere. It originally had 90w gear oil.
You can try filling it, see if it helps, but I suspect there may be bearing problems.
Those are know for rain going down the tube, rusting out the upper seal and upper bearing.
If it's power steering the gear is lubed from the PS fluid.
