Hydraulics linkages out of adjustment?

I have a 1952 tea 20. The lift arms wouldn't lower and the control valve appeared to be stuck. I thoroughly cleaned out the rear end,got the valve moving and put in new oil. The engine still needs work so we pumped the arms up by spinning the PTO. The arms still won't lower without moving the linkages by hand through the inspection cover. Just as my son and I decided we would have to drain the rear end and chang out the control valve on a whim I grabbed the top link rocker and pulled back. The arms lowered.What should I check next?

That seems to be working. I am inclined to wonder if the previous owner tried to adjust the big coil spring on the top link connection. The hydraulics weren't working correctly when I got it.
