I HAVE 1948 TE20,,,,,,,IT HAS NOVI BALL STLYE GOVERNOR, I AM CHANGING GOVERNOR BUT THE UMBRELLA OVER THE ROLLER BALLS THAT U ARE SUPOSSED TO SET AT 8 OCLOCK DOESNT SEEM TO REALLY SEAT IN ANY POSITION? YOU CAN FREELY MOVE IT, I WATCHED THE STEINER VIDEO & IT LOOKS LIKE THE ONE THE GIRL IS WORKING ON ACTUALLY PUSHES IN AT 8 OCLOCK.........NOT FOR SURE WHAT IS WRONG. THE REPLACEMENT PART IS IDENTICAL AS THE ONE THAT WAS ON THERE ALSO.

That is correct,the tab is what lines up with the limiter on the cover. Here is a pic from the IT manual.

The cone is free to turn until the cover is in place.

The tab locks against a stop in the cover.

The 8 o'clock position just sets it in the right place for when the cover is installed.

I have that manual I was just surprsed it moved freely but I will make sure it is at
8 oclock

I just went through the same thing on my TO30, my governor was totally destroyed and I had to pull oil pan off to dump the trash out of it and cleaned my screen, inspect and check tolerances on my oil pump. I had some of the same questions as you did. Thankfully this forum was here to help! A few threads down from this one is my thread...
