Working on my TO-30 And I just got done with replacing the clutch and brake shaft bushings and was wondering about the clutch. I was reading in the
manual for setting the pedal after removal and noticed that when I push the pedal it does not touch the fingers of the clutch. The pedal is very light -no
resistance. The bearing or whatever it is called never touches the fingers. I have no experience with this stuff so is this normal or is the clutch stuck
together? The engine is not running at the moment. The first picture is pedal normal and second picture is pedal pushed down. U can see in the
second picture it is still 1/4in or so away.

It probably just needs adjusting.

Loosen the pinch clamp on the pedal, put a screwdriver through the hole in the shaft, rotate the shaft clockwise while holding the pedal up.

Adjust the pedal until there is about 3/8" between the top of the pedal arm and the bottom of the footrest peg. Tighten the pinch bolt.
 
How far do I rotate the shaft? If I rotate the shaft will that move the bearing fingers off the stop? I will do as you have said tomorrow and see what happens. Thank you for the help. I will update what happens
 
Rotate it until you feel the release bearing contact the pressure plate fingers, the back off ever so slightly so when the pinch bolt is tightened there is just a little clearance between the pedal and the running board peg.
