TEA 20 Brakes

The right brake does not work on my 1952 TEA 20. The left works fine. I am able to adjust the brakes by the description in the manual. The pedal though does not apply the brake. It appears that the brake shaft does not move and I imagine that it should move something inside to then move the pads outward. I assume then that something is stuck/froze inside the wheel drum. I am planning on taking off the wheel to investigate tomorrow. Am I on the right track? Any suggestions appreciated
 
Kroil is a good penetrating oil.
Howes is good.
Seafoam Deep Creep is not too bad.
PB Blaseter if you have long enough to wait.
If using a hot wrench, I suggest CRC Engine Stor. Very, very high flash point unlike the others.
WD-40 if you don't know what your doing.
 
wheel bearings work when packed with short fiber grease as used on drum brakes.
a 3' length of ABS pipe over the length of axle shaft will help to install the seals.
Chamfer the edge of the seal where it enters the hub to ease the installation.
You knew all this, correct?

if the shoes are soaked, best bet might be to replace them. If installing new shoes, file down the leading and trailing edges to get a better arc angle inside the drum.
Better angle give better braking action.
You could also take the drums down and have them refinished with a rough cut. Your not doing 50 MPH and the ruff cut will grab better as the brakes get seated.
 
Thank you for your tips and I do know now. Last time I did this I did replace the shoes but I did not take the drum to have it refinished to rough it up.
