TO-30 wont turn over

gents,
i have a Harry TO-30 that ran great one day, sat for 2 days before i tried to start it back up to be used, sounded as if the starter got one or two revolutions before everything seemed to seize or lock up. i currently have the motor almost down to bare as far as removing covers and starter. everything visually looks good to me but it doesnt matter how much pressure i apply to the crank it only rotates a 1/4 turn in either direction. is there something i am missing here before i do a complete tear down?? any help would be appreciated. add. the jugs and pistons appear to be fine by visual.

yes it is operational off the tractor, re-install it and when you bump it, it just hums as if its trying to turn the motor over and it doesnt, checked batteries and tried several different ones to confirm the same result. removed the inspection cover on the fly wheel, no foreign objects to stop the fly wheel. currently have the valve cover off, oil pan, front cover, governor housing, all the spark plugs are out. only thing thats not off at the moment is the water pump but that spins free by hand.
 
Take a peek at the starter ring gear and see if it is mounted to flywheel from the transmission side or the engine side. Some of the ring gears mounted from the transmission side tended to move away from engine and lock in to bell housing.
This was mostly a problem with early T020s but parts get moved around sometimes.
 
Engine may be full of gas if the needle valve leaked
youn may remove spark plugs an try to turn the engine by
hand or with the crank if available then
the gas wil exit from the plug holes. Do not turn ith with
starter the gas will be ignited and set a fire.

It may be otjer causes as suggested by others.

From what a couple of the others said, that actually read your whole post, it sounds like you will need to split the tractor and see what's going on around the flywheel and clutch area. Bummer.
