Governor issues

Last fall I was on my way to my woods with my TO30, when I turned onto the road out of my drive, I felt somthing " slip" and the tractors engine went down in rpms. I attempted to adjust by using the throttle but it had nothing. I ve never been able to adjust this out, I m thinking the governor has went bad. Any ideas? I ve adjusted the governor a few times and it has improved... but not like it was. When I m done mowing and push the clutch in the engine races to higher rpms, or just running down the road to the stop sign it does the same. It s not been the same ever since. I also notice that when I manually push down the governor rod ( the one closest to the engine), I don t have much movement in it at all... it goes up.. but not down. My dad has the same tractor, so I compared all with his. His rod has movement up and down... any thoughts?
 
but what could be broke? I mean do the governors fail often in these tractors? Is there somthing that does commonly fail having to do with the governor?
 
Occasionally fail. It's under the front cover. Since you already compared it to another machine, you have a starting point .
 
Yes, they do fail. The ball cage breaks, limits the travel and function, pieces fall into the cam gears, not good!

But there could also be an adjustment problem. If you felt something slip when you moved the dash lever, it was probably the U bolt clamp. That is a critical adjustment where the RPM is set.
