On my to20 12 volt it charges really good at 14 volts at high and sometimes 15 to 16 but the amp gauge only moves to charge about 20 amps when the tractor starts then stays at 0 all the time?
 
Pretty normal your amp meeter is only showing the amps going to the battery. After the battery has a full charge the amp flow is close to zero.
 
That's what it should do.

Once the battery is restored to full charge, the regulator drops the output of the alternator to match the demand of the ignition and accessories. It's still charging just enough to maintain the battery, but not enough to show on the ampmeter.

As long as the volts are in the 14-16v range, it is good.
