TO30 throttle not responding.

Hello everyone, my TO30 has been running good, I just had used it a little last week. Today I went to use it and it started fine like always and when I went to the field with it and lowered the spring tooth it just barely goes at full throttle. Normally I can do the field at half throttle in 1st or 2nd. When I came back where I park the tractor, it doesn't really rev up in N either. But if I move the governor rod myself it revs up like it used to.

Is the governor need adjusting?
I'm going to check the fuel delivery to see if its all good.
But I'm not sure what to do to check the ignition system. I have a multimeter.

Oh and it has been coverted to 12volt, with a 12Vgenerator, 12V regulator, a 12V coil, and Battery.
 
Here is a picture of the throttle components. I have had problems with loose or worn shaft where the U bolt 35 is, also have had broken ball joints on
the throttle disc. Start with the U bolt then research the other components

An easy test of the governor, watch the throttle shaft on the carb. Have an assistant suddenly push the dash lever to full speed.

The throttle should instantly turn to the wide open position then modulate back to the governed speed.

If it doesn't fully open, there is a governor problem.

If it opens but the RPM doesn't respond, there is an engine performance problem.

If it doesn't fully open, or the RPM doesn't come up to 2200 or so, possibly the U clamp (35) has slipped on the shaft (26).
