Had the swing type two broke off have replaced with new ball type ( added shim ) governor not working have moved adjustment screw all the way in & out no movement on arm / is there something else i need to change in there when switching ??
 
Not working as in running away or idle only?

Start with the engine off.

Move the dash lever to idle. The carb should be held against the idle stop.

Move the dash lever to fast, the throttle should be spring loaded to the full open position.

If that is not happening, review the linkage from the dash lever to the governor spring.

If that doesn't correct it, check the action of the governor. Have an assistant operate the starter and stand by on the ignition switch. Disconnect the governor link at the governor arm. You are now in control of the engine speed, and working near the generator belt, so be careful!

Set the dash lever mid range. Hold the throttle against the idle stop. Have your assistant start the engine. Slowly and carefully bring the RPM up while watching the governor arm. as the RPM comes up, the arm should move, (I believe it moves back), the direction that would bring the throttle to idle position. Carefully note where the arm stops moving. That is where the length of the link needs to be set, so the governor can push the throttle closed as the RPM comes up.

Make that adjustment, reconnect the link, repeat the engine stopped observations. (The throttle should be held against the idle stop in the idle position, spring loaded to wide open in the fast position.) If that gets it working, then adjust the tension on the governor spring to get the max RPM around 2000.
