"surging" to-20. Isnit the governor?

My TO-20 had been running a bit rough for a year or two. It got progressively worse and worse. Now it won't start.

The RPMs would surge under load at first. Then started doing it at idle. Just like the one in this video (fast forward to 1:10)

I'm thinking it's the governor but truthfully I don't have a clue haha
 


I am more inclined to think that you have a fuel delivery issue . There are filters inside the tank of a UK made Ferguson . One for the TEA and two in the TED tractors , these clog up after time and cause much the same symptoms . If you can get it to run try pulling the choke out when the surge starts , if it improves , even just a bit it's most likely fuel . Opening up the carburettor and cleaning it out can't hurt either .

This sounds like good advice to me and is the easiest on the hunt for the Trifecta of internal combustion engine woes (namely, fuel, spark, and air....). I'd also have a look at the fuel sediment bowl as well. Is it full right up with fuel or do you see an air space at the top indicating flow issues from the tank. Is it cloudy and full of crud?

On to the carb. When you open the bowl valve does fuel flow out freely, indicating the line between the bowl and carb is unobstructed and feeding fuel at least to that point?

Any chance your fuel is contaminated with water or old and bad?
