A properly adjusted governor linkage should hold the throttle firmly against the idle stop, so surging at idle is not a governor issue.

IF it is properly adjusted, the governor is not in play at idle.

Surging under load is almost always a result of a lean mixture, possibly a weak spark, or closed point gap/worn distributor.

Check the ignition system first, point gap and distributor shaft for side play. Check the spark quality at each plug, not at the distributor cap, but at the plug end, Should jump 1/4" blue hot spark to ground.

Take a fuel sample from the carb drain plug. Should get a steady stream, not slow to a drip or stop. Look at what is caught, if cloudy with water, or contaminated with rust or dirt, the same will be in the carb and tank.

The tractor surging in the video definitely sounds like fuel starvation. Those don't have the heat shield under the fuel tank. Under prolonged heavy load, they would boil the gas in the tank and fuel line and vapor lock. Or it could have just been low on fuel and running out.
