I have replaced the head gasket and have had the tractor running very nice. ran it for a couple hours and it started to run rough. I checked the points and put new plugs in with no change. I need to get an adaptor to do a compression test. I think 18mm. My kit does not have that size. Am I missing something?

Yes, retorque the head bolts, run the valve lash again after retorqing the head.

Check the distributor shaft for side play. Any play and the points won't stay set. Also check the centrifugal advance, it should turn a few degrees and spring back freely. If stuck or sluggish, the distributor will need to come apart and be cleaned and lubed.

Check the spark quality at the plug end of each wire. It should have a blue hot spark that will jump 1/4 inch to ground.

Check for vacuum leaks around the manifold and carb mount.

Take a fuel sample from the carb drain in a clean glass. See what you catch. If dirty, rust chunks, cloudy with water, the tank is contaminated, the same will be in the carb. The tank can be rinsed out with E85. If excessively rusty or leaking look into a new one.
