Torquing the head bolts

In the first picture it is a head of a to30 and I can't torque the bolts by the spark plug because there's not enough room for my torque wrench what do I do and second picture ; the left hand washer is off of a head bolt and I've lost a couple of them can I use the washer on the right and be safe? Thank you for your help.

You need a "torque adapter" or "crows foot" to get on the side nuts.

The washer, it needs to be a hardened washer for the nut to not dig in and allow it to properly torque. It also needs to fit flat in the machined surface. The size could be an issue if it doesn't sit flat.

Some grade 8 washers will work IF they sit down flat.

You can also use a Crow Foot wrench, but I recommend that you get only a 6 point version, not a 12 point. It will likely slip and strip the nut corners.

If you set your ratchet to 90 degrees from the axis of the wrench, you do not need a torque chart.
 
Probably OK. I can imagine paint chips getting in the oil if they flake off but there certainly plenty of other crud that could do that too. At least on any of my tractors.
