To 30 throttle not staying in place

Hi all, my dads To30 throttle isnt staying in place, when throttled up, it creeps back down. What all should I check and double check on that? I know it has a cork gasket that has seen better days, is there anything else I should look at or adjust? I have a To30 as well... it works perfect and to compare the two nothing seems obviously different... thanks
 
check fiber washer must not have any oil or dirt film on or shiny. Next check spring also under dash you can adjust there do only a little at time. Next is that the govern spring are not running your throttle by pulling you throttle lever up to slow down.
A little trick is to cut a short rubber hose and spit wrap with clamp or wire ,place around your throttle lever against dash to cause friction. this will get you buy until you purchase a new felt washer or make one from leather.
 
There is a friction disc under the dash. Be sure the friction material, usually a piece of cork or some type canvas, rubber, is in place. It is held in tension by a spring that pushes the assembly together. The spring tension is adjustable by moving the clamp closer to the disc assembly.

There is also a compensating spring up by the thermostat housing. It offsets the governor spring to keep the throttle from falling off. Be sure the spring is in place.

thanks guys! I ll look it over when it finally cools down! It has to be around 90 here... feels like 110!! No breeze.. just plain miserable!
