TO 30 flywheel

I got 2 TO 30's and both have the edge behind the starter ring broken. Is this common.

My 30 had the same issue. I had it resurfaced and continued using it. I did break off a piece that looked like it was ready to turn loose, did not want it getting into the clutch.
I understand it probably is not balanced like it should be, but it has been fine for 2+ years now.
 
It will probably be OK.

I would break off any hanging pieces, and wouldn't hurt to put a few spots of weld on the gear to keep it in place.
 
That looks like the old style flywheel. The correct flywheel should have a machined lip on the side facing the clutch assembly to keep the starter from knocking the ring gear off the flywheel rim. I had that problem with the flywheel on my old TO-30. Somebody tack welded it on and the welds broke and the entire ring gear came off and wedged between the flywheel and the bell housing. I found the correct flywheel in a salvage yard and replaced the old one and never had another problem.
