TO35 Dual Clutch Problem

I'm back to working on a TO35 (my unending nightmare tractor). I am having trouble with the clutch. In the first stage it shifts in and out of gear smoothly however when I push the pedal all the way down to engage the PTO I can't get the PTO to engage. It acts as though the main clutch is not completely disengaging and letting the pump shaft stop. I have inspected and adjusted the secondary clutch plate through the inspection hole and the problem still persists. I have also adjusted the clutch free play back into spec. I am sure at this point that splitting the tractor is probably the next move, but does this sound like an issue with the main clutch? possibly clutch fingers out of adjustment? I do know that to reset the clutch fingers I have to put a new disk in it. Is there anything else I need to look at? anything I'm missing?
 
I know this may seem like the obvious but , at what RPM is your tractor at when you try to engage pto shaft? I know I have one here that is very stubborn to go in unless rpm?s are brought rite down to idle which is 450rpm on that tractor.

Anything above 600rpm and it is enough grinding to where the Mrs. will come flying out of the house telling me to take it easy on the old Ferguson lol.
 
The MAIN disc has nothing to do with the PTO input drive, that's what the PTO drive disc is for. There COULD be a chance the three release levers are traveling TOO FAR, then the back side of the levers will contact the PTO drive hub rivets and turn it with the levers. The three PTO release bolts I have the best luck setting them to .080 inch gap. One thing that can also happen is the PTO PRESSURE plate might be cracked, if so it won't release right either. Had that happen on a two stage MF 265 awhile back. Even with the bolts set at .060 gap it would not release the PTO drive because of the cracked plate.
 
What is the history on the problem?

Was the clutch recently apart and now not releasing?
If so, there may be a problem with the pressure plate, the PTO disc is in backward (just a guess, don't remember if it has an offset hub), the disc was damaged during reassembly.

If this is a sudden new problem, possibly something has come loose in the pressure plate, or the disc is damaged.

If the tractor has been stored for a while, the disc may be stuck to the flywheel with rust. Try blocking the clutch down, try to access the edge of the disc through the inspection cover and pop it loose. Or put an implement on to load the PTO, like a mower, hold the clutch down and goose the throttle to pop it loose.
 
Never tried it, main thing is they are all the same height. The bolt lever back side can hit the PTO plate, driving it if the levers are pushed too far though.
 
I just put mine back together. Yes, you can adjust the pto clutch bolts from underneath but a real PIA.
Another issue might be the splines on that clutch disc may be stuck not allowing the clutch to release. Usually that is not the issue as they usually leak like a sieve in that area.
Prob. better plan on splitting sounds to me.

To answer everyone?s questions. No the clutch has not been apart recently, the problem has just cropped up recently after having the hydraulic pump out of the tractor for a rebuild and putting a new can shaft in it, the problem occurs even at idle speed and I have the adjustment bolts on the pto clutch set to the recommended.092? as per the service manual. If I have the tractor running and lock the clutch pedal down and watch through the inspection hole the disc doesn?t move at the same speed as the rest of the clutch but I can definitely see it drifting and not coming to anywhere near a complete stop.
