35 power steering help

TO35 power steering seems to work when turning left, but feels much harder to turn when going to the right. This is on a tractor that is undergoing a complete rebuild. The pump was purchased from a salvage yard and the steering box from a donor tractor and was refurbished with all new seals. New hydraulic hoses have been added as well. I am stating this info because every system on this tractor has been taken apart in the last 5 months. today was the first time it has been driven and tested.
Has anyone dealt with an issue like this?

Do the front wheels turn the same amount in both directions? Could be gear timing incorrect, air in system. If not turning the same amount it's my opinion it won't allow the air to bleed since wheel never reaches its stop. Does pump have bubbles?

Just about has to be something in the directional valve or something inside the assist part of the steering gear.

When turning to the right, can you hear the pump load? If no, the directional valve is not sending fluid to the cylinder or it is bypassing internally.

Can't be the pump as it works to the left.

Cant hear a change when going to right. I guess I am going to have to take it apart again and see what I can find. Not real happy right now

Gears are timed correctly as the wheels will turn the same in each direction lines were bled by turning all the way each direction several times and then checking fluid level, had to add twice to get it full. The fluid now stays up over the filter. I guess I have some problem internally. I replaced all the seals, must've missed something or failed to reassemble properly

Disassembled and removed 2 shims from the rack, took apart the valve. Reassembled and same result, works great when turning left, but no power steering when turning right. I guess I need to go the NASCAR route and just make left turns.
Frustrated, I need a power steering guru to show me the way.

Well its apart again, Spool is installed correctly in the valve with the inside small groove to the top. Spool moves freely up and down. Small little pairs of pistons and springs are all free to move. All lines are unobstructed. Passages in valve have been checked and none are plugged. I also pulled the cylinder and removed the piston again. Rings, o-rings and seals were replaced earlier. Both the banjo fittings allow fluid to enter and exit the cylinder
The steering wheel does rise and fall a small amount when turning each way.

Cussing it does not help as I have tried that a few times.

Could the pump be the problem? Since it works turning left I was assuming the pump was OK. But I don't know as I have never had one of these power steering assemblies apart before.

Any suggestions will be welcome.

I had the thrust washers that hold the bearing under the control valve reversed. the larger one is supposed to be next to the valve.
I guess the good news is that it did not cost me any more $, just time.
Nice to have power steering now.
