Rear axle end play

TO35 rear axle end play was adjusted with shims. Without the wheels installed one brake drum is spun and the other turns in the opposite direction like it is supposed to as described in my service manual.
My question is involving the change now that the rear wheels have been installed. With the wheels on when I turn one wheel the other does not turn at all. Is this normal?
 
Confused about whether 35 or 30, but really doesn't matter. In my opinion, if both are jacked off the ground and you turn one the other
should turn opposite way just as drums did with no wheel installed. Sounds to me like you may have one shim too many (too loose) and
weight of wheel is keeping other wheel from turning.
