I've got a TO 30 with add on Sherman Live PTO that has lever on left side seat that's like clutch. It stops tractor and lets PTO run so you can raise lift or change gears. Is this what your talking about?
 
Not exactly. I am inquiring about a handicap, like no left foot. Need a hand clutch.
probably can just fabricate the parts....
 
There is a member of FENA that his Dad had to equip his TO35 but I don't remember how clutch was set up. Maybe someone will see this and help you. He also had a bracket on side of hood to hold his crutches. I'll look through my pictures and see if I have picture that will show setup. Good luck.
 
Still got use of the right foot? I'd try to extend the clutch rod going thru the bell housing- a couple inches? Then cut and weld another pedal... might have to get a brake pedal out of the way... but who uses brakes anyway??? Might be less awkward to operate brakes by hand.... that's been done in cars for years...
 
I know I've seen hand clutches before but probably on a Ford. Try contacting Red Rock Mfg, (see LINK) ask for Phil, as he may be able to help you. The y make reproductions of the Dowden Foot Feed device that was used on 8Ns and up and I'm sure they work on Fergusons as well.
