With the speed control lever below the blue area it should override the brakes or open the high pressure relief valve. In the blue area the engine should stall out. Make sure the transmission is up to operating temperature when testing.

A better test would be with a pressure gauge to check the opening pressure of the relief valve. It is sometimes hard to tell if the relief valve is opening or the plates are lifting off and dumping oil internally. Generally the engine load will remain constant once the valve opens. When the plates separate and dump oil the engine will normally have some increase of speed.

You need to apply the brakes after the tractor is moving otherwise if the relief valve opens it will not make any difference how far forward you move the lever, the load on the engine will not change since the valve is already open.
