anytime I start this up it runs fine. the only time it blows black smoke is when I hit or bump the throttle up very quickly and it puffs out black smoke and wants to die until it catchs up with its self or I throttle it back down. is this healthy?

just installed new distributor, plugs wires, points, new oil, cleaned the fuel bowl out sevral times and replaced all the hy-tran oh and I put the ih low ash 30 in it also.

K.Barry; hope you also changed the hydraulic system filter.

per the Preventative Maintenance Manual dated 6-20-58
After every sixty hours of operation, ...remove the entire air cleaner and associated parts and...wash the parts thoroughly...

Adjusting the carburetor

McCormick Farmall and International 460 560

"The engine and carburetor are correctly set when shipped from the factory...Start the engine and allow it to operate until thoroughly warm before making any adjustments."

... with the engine thoroughly warm, turn off. Close the [top needle] idle adjusting screw to its seat; then open one turn. The [bottom adj. screw] main fuel adjusting screw can be used to reduce the amount of fuel going into the engine when under light load conditions. However, when heavy work is to be performed in which the FULL POWER of the engine IS REQUIRED, the fuel adjusting screw should be set five turns off its seat. With the engine running at fast idle, turn in the throttle stop screw a few turns to prevent the engine from stopping when the throttle is closed. Start engine, close the throttle by pushing the engine speed control lever all the way up. [I like the way they worded that.] The throttle stop screw can be backed out until the desired idle speed (approximately 425 r.p.m.) is obtained. If the engine misses or rolls, the idle adjusting screw may be adjusted either in or out until the engine operates smoothly.
Hope this helps.

One other quick little check that I ran into a few years ago on a 400 is check both battery cables that they are clean and tight. Similar issue with that one that I chased most of the summer. It would always start without hesitation so I overlooked a loose battery cable. I was really happy with the tractor after I cleaned the cable end and tightened it.

Ah but did you service the air cleaner and dump the mu and water and maybe the ice out of it?? One of the most neglected parts on any tractor is probably the air cleaner. Next maybe the choke butter fly is not open all the way or the main jet is set way to rich

when you say air cleaner you mean the part with the oil cup.... no sir I did not clean any of that out. how often should this be done...also my choke cable is broken so I manually do it at the carb and it stays where I put it and when I unchoke it it stays in the unchoke position. mu and water?

Mud is what old meant in his reply. The service interval on oil bath air cleaners is dependent on conditions ranging from twice daily, to twice yearly. Very dusty or high pollen weed disking can plug up the filter easily in a day. The normal interval on non dusty work might be a month if used 5 hours a week. So it needs it. (use engine oil and after cleaning fill to the groove on the cup.
The high speed mixture might be a little rich (that was the High concept mentioned as well) see the manual for adjustment. Jim

I learned years ago to open it up then figure out what parts you need. A broken PTO shaft can cause many other things to go bad so it you open it up then order parts your better off then to order parts then open it up. And yes it should have read MUD not MU but spell checker did not catch that LOL

You might try bringing the high side fuel down a little.
