Back on the old 400 diesel, when I pull back on the t/a the tractor slows down but eventually stops but its trying to pull especially in lower gears. Whats funny is if I run this tractor a while the t/a will pull fine in all gears. I've never had one do this they either worked or didn't. So im just curious if it may be out of adjustment or its on its way out.

The device that is failing is a ramp and roller one way clutch. It is composed of steel parts that are arranged so that a set of rollers are spring loaded onto ramps. The ramps are in a circle, and the rollers slip easily when turning one way, and wedge tight the other way.
The rollers get flat spots, and the ramps get grooves. In effect they fail to wedge positively.
In many cases they just quit entirely. It is advisable to adjust the linkage, but not likely to make it function reliably with the TA back. Jim
