154 lowboy running extremely rough

Was mowing my outer yard recently & tractor started sputtering. Went to garage & cleaned sediment bowl/screen as there was some dirt. Pulled line @ carb & there was good flow. Broke cork bowl gasket & replaced w/ rubber. When I refilled the bowl there was an air bubble @ the top but it doesn't leak. Good spark to all plugs. It's still sputtering? Any ideas?

Is it an "air bubble" or is it water? If it has an IH carburetor you can check the main jet. It's the brass hex on the outboard side of the carburetor.

Sputtering can be spark timing, coil wire issues, and coil issues.
If the points are set at .020" and the distributor shaft has no side to side or up and down play (none) that should be OK if they do it needs fixed. Jim
 
I am with Jim. check points, condenser, and possibly coil. After that, you could have a speck of dirt in the carb. Fuel passages in a cub carb are very small, doesn't take much.
