Yes. That stuff has a tendency to flake off and cause even more problems. If you can get the tank nice and clean inside, you do not need the liner UNLESS there are rusted through pinholes, and in that case, you really should find a better tank.
 
If tank sealer is applied right it will last a long time. I have a tank on an F 20 that was lined 25 years ago and is still in go shape. The only thing is the coating has changed color with age.
 
I just cleaned out a 1953 cub tank . I found on here( Thanks guys ) where the use of Lye to clean one. I soaked mine twice and it got rib of the rush and varnish .
Cheap fix too .
I did once I had it clean , dry it and put in a gallon of wd 40 and shake it around to prevent it from flash rusting .

I did a tank with rusted through holes as big as a match head. I used muriatic acid to clean the rust and gunk as directed in the liner kit from Eastwood. A lot of old tanks can't be replaced and the liners will work. Just do not shortcut the cleaning steps. Follow the directions and it will not peal or flake for a lot of years.

There are some decent products on the market, but all of them require absolute proper prep, which is no vanish, no rust, and no debris in the tank. Period.

I use Caswell Epoxy tank liner. It is NOT the only decent product, but it is the BEST product in my humble opinion. It is an epoxy product, and when cured is impervious to anything you will normally put in a fuel tank, including diesel, ethanol, gasoline, ether, kerosene, etc. It is also not the cheapest product on the market, but I am a firm believer in "you get what you pay for", and this one ain't snake oil.

Rustyfarmall is stuck on 1980s technology. There are a lot better products than Kreem and their counterparts. I use RedKote and Northern Fuel Tank Liner.
