560 governor

Having some issues with the governor on my 560. I have wide open throttle and low idle any speed in between is really hard to get. It also will not hold or recover rpm when pulling a load.

I removed the governor last night and can see nothing obviously wrong with it. Weights are loose and the thrust bearing looks good.

How much spring resistance is the leaf spring inside suppose to give? It doesn't give much just enough to act as a buffer at full travel. I assume the spring external to the governor does most of the work.
 
The 560 in notorious for poor linkages all the way from throttle to gov and they had a lousy gov in the first place. I would unhook throttle linkage and operate the gov manually to see if problem is gov or linkage. Many governors have been changed over the years so hard to tell what you have on there. Higher speed engines use smaller weights, same spring and internals as a lower speed engine. I worked on a 656 that someone had put on a 706 gov and there was little control of speeds. It over revved and throttle linkage did not match with movement of throttle.
 
I unhooked the linkage like you suggested. Made me realize the gov spring needed a little more tension. I tightened the spring and readjusted the linkage according to the book. Its still not perfect but better. I may have took too much off the spring cause now at high idle it will over-rev to about 2400 rpm. I realized too I have the later style governor. The tractor is a 62 model.
