When you ran it on the bench, did it slowly wind up to speed, or did it take off instantly, with you having to catch it to keep it from falling on the floor?

If it didn"t try rolling away it needs work. If it struggles to get itself up to speed, it has no chance against a motor.

Just because it turn over on the bench doesent always mean it will start the engine. You could have a bad cable end on either cable. When you enguage the starter feel both ends of the cable and if you find a warm spot that could mean a bad cable on the end of either one and maybe the starter needs servicing.

are you sure the motor is not locked up if you have a hand crank put it in and then see if you can turn it or maybe give try to pull start I know the cubs with the vertical exhaust get water in very easy and within months they will lock up

My guess is, if he's turning the fan blade to see the flywheel move, (a) he probably doesn't have a hand crank, and (b) if the flywheel is actually moving when he does this, the engine probably isn't locked up.

But both are only guesses.

Bushings are worn out & the armature locks up when under load.

Clean ALL battery cable connections down to bare shiny metal. Clean face of starter and the tractor to bare metal. You likely don't have a good ground.
