Gas Tank Flow

I noticed that the gas flow into the glass bowl under the tank is really slow like drip,drip,drip when the tractor is not running. The tank is clean as is the filter inside the glass bowl. Does the fuel system rely on engine vacuum to maintain proper gas flow to the carb?
 
no, you have to let it bleed itself and fully fill the bowl before you tighten the thumb screw.

You had the sediment bowl off and then put it back on and it fills slow, right?

If the carb is full and the needle/seat is closed, there is no way it can fill until the needle opens. Air-locked if you will. :>)

I always leave the bail a tad loose until the bowl overflows a little; then cinch 'er down.

NAH , you do not have to do that . As soon as the float level drops it will self bleed and fill up . This is a good sign that you have no leaks . don't worry about it .
