sticking brake pedels on farmall B

I just bought a 1940 Farmall B. the tractor will turn over but not start. I am thinking that it might be the coil. the previous owner had parked it in his backyard 2 years ago and at that time it was running. anyway onto the brake pedels. you can press them down but they will not release by themselves. I looked and the springs are still intact. I have sprayed the heck out of them with WD40 to no avail. can anyone help. this is my winter project.
 
don't remember about B, C has an alemite underneath that greases the pedal pivot. you have to get beneath the brake pedals to find them (alemites).
 
No there are three brackets that the shaft the pedals mount on and if you have removed the pedal guard and the ste screws on the pedals you can see where the pedals need to move that shaft keep spraying that area and it will sooner free up ive had to do that to several. Put the set screws back. Does the clutch pedal work ok
 
the clutch works fine. you press the clutch pedel and it springs back like it should. it is just the brake pedels that are stuck.
