i need to replace pto and ignition switch on 184 cub loboy. it seems that i need to pull steering wheel and remove dash. is there another way?

Removing the steering wheel and dash panel gives the best access. Removing the steering wheel usually isn't too bad of a job with the right tools. I use a bearing splitter to get under the steering wheel hub to attach a puller.
You can also get some access by removing the fuel tank.
