Char Lynn pump need to breath?

Hi all,
Dad put a Char Lynn power steering cylinder and I assume Char Lynn pump on my 46 Farmall M. The pump reservoir has always leaked a bit of oil out the top of the lid of the reservoir where there appears to be a breather hole by the bolt hole that keeps the lid on. Does it need to breathe? Can I seal that? Or is something missing that keeps it from spitting a bit of oil out and making a mess? Thanks.
