Well. It still don't work. I tried with air to prime the pump as suggested. After ten minutes of running the tractor and operating the levers, I still had no pressure. So now the next move is to pull the top of the resevoir off, and inspect the suction lines for air leaks. Thanks for the ideas and I'll post updates.

Not sure if your tractor is the same as mine but to eliminate any issues with the suction side of the pump on my tractor I was told to add an extra 5 gallons of fluid. Doing that will flood the entire system in fluid and wont allow a leak on the suction side at all. Again, I don't know if this is possible but it helped me so I thought I would pass it on. Good luck
