H water pump pulley

Was changing the belts. Got the generator pulley to tighten like it's supposed to. Water pump pulley adjuster is giving me a fit. There was no set screw in the threaded hole on the front half of the pulley(closest to the fan)5/16 by 20. Am I correct in assuming that all I have to do is turn the pulley halves together clockwise to tighten the belt. Can I put the heat wrench on the pulley a little with out burning up the seal?

I just freed one up last year. I sprayed penetrating oil in the set screw hole & around the outside of the pulley flange. I waited 5 - 10 minutes & tapped on the outside & top of the flange. Then I used a long, flat tip chisel & tapped the pulley in both directions (CW & CCW) until I could turn it by hand. I wiped the penetrating oil off, put the belt back on & turned the flange clockwise until the belt was at the right tension & set the screw. I don't recall the amount of deflection on the belt, maybe an inch... I think. Anyway, this was my way of doing it, as I don't own a smoke wrench, yet.

I sprayed the threads with penetrant, let it soak a while, then took a hammer and punch to the flats. I was able to move it back and forth until I got the threads cleaned up.
