C Farmall runs high RPM'S when started cold..

What is sticking in the governor assembly that allows C tractor to run high RPM's when started cold? Is moisture freezing somewhere? When warmed up rpm's slow to normal. Thank you.
 
With the engine "off" and the throttle lever just above idle grab the rod from the carb to the governor and see if it moves freely.

The governors typically get a moisture buildup inside from blowby products. It could be icing and sticking there, or the linkage joints or the throttle butterfly shaft.
 
Our A had this problem & we just put the throttle lever to the lowest setting when it was shut off for any length of time. We figured that ice was forming in the needle bearings on the "output" shaft. Eventually, we had to replace the needle bearings because of rust.
 
The most likely place is the "anti-hunting" spring. There is an acorn nut on the top?? I think, of the governor housing. Under that nut is a "cylindrical threaded fastener with a slotted end" with a lock nut on it. The "fastener" is drilled out for a little spring about the size of one from a ball point pen. Moisture condenses in the spring and freezes, the spring cannot move, and holds the throttle open. I dry the assembly out and pack the cavity with grease, that keeps the moisture out for a while. If you only move the lock nut far enough to release the "fastener", you can use that as a mark for re-installing and adjusting the "fastener".
