Cub ammeter jumping

My 50 Cub charges but the meter jumps and surges when you rev it up,does it most all of the time. any ideas?.Also it doesn"t charge untill you give it at least half throttle.
 
Normal and normal.
the mechanical regulator is very "noisy". It makes dramatic electrical static which is reflected in the meter. Some meters have a dab of resin that dampens the movement, some have had the damper resin get old, some never had it.
Three choices:
Ignore it, it isn"t broken
Replace the meter with a high quality replacement with internal dampening
Put a 20mfd 20 volt capacitor (or there abouts) across the meter terminals.

Good thoughts from Jim, old carboned bouncy VR relay contacts can be problematic, heres a few other things you may try: Clean any oil or carbon off the gennys commutator segments,,,,,,,Make sure the gennys brushes arent getting worn down short,,,,,,,Insure the gennys brush hold down springys are free n not sticking maybe exercise and light lube them,,,,,,,Insure BOTH the VR and Genny have a good ground,,,,,,,,,Check n clean all the VR and ammeter connections,,,,,,,Long as shes charging I wouldnt fret too much just yet
